Our conclusion about the subject

    After all that was said in the items before, in terms of hydrical resources there are legal mechanisms that are interesting and modern, capable of decreasing pollution; but they will not be valid if there is not a correct application, being important at this process the consciousness of everyone that water, manly the sweet, is the most vulnerable of the natural resources, not forgetting that this really important matter is renewable, but finishes. Finishes because if pollution will be, for example, by radioactive material, mercury or lead, its renewability will be a problem.
    We also cannot forget that the water which we use nowadays is the same of billions of years, because it just changes its state (liquid, fizzy and solid) in an eternal cycle, in a way that we cannot contaminate it, because we can contaminate our surviving doing it.
    Besides, without effective behaving changing in modern society and a concrete application of rules of environmental protection, the worldwide aquatic system will see in little decades a truly ecological collapse; rivers and lakes will be water masses without life and the oceans big dejects and dump deposits, not providing life conditions to all the society.
    We can conclude, this way, that the effective introduction in our law of the picture of the “user-payer” is a really important and modern solution for preserving this value good, contributing for an environment ecologically equilibrated, as is said in the Brazilian Federal Constitution (art. 225), matter that the industries must have total knowledge, because as they are development propellers, they have to be engaged in the most modern environment’s protective ways, mainly when we are talking about an indispensable resource for our surviving.
    In other way, we will not reach so yearn for sustainable development.
